Yeah, that’s happening for me too. I imagine Hog may release another patch soon to fix that. Until then, the cutscene is unplayable and the braces unattainable without command codes. You CAN, however, fuse with him with commands, use the travel command to get to the island, and you’ll be able to play as that fusion! 

You can also unfuse with him and do almost whatever you want, sams talk and have sex. He can be given items, but he’s immune to Cursing and the automatic effect his braces have on all other characters save for permanent erections and constant orgasms, and as far as I know the only transformation you can inflict upon him is with the Iguapify command, but I could be wrong.
