Most NPC's were made for World1 and not the new Outback so they generate somewhere else. If the original author has not changed that, they do not spawn in the current world. The NPC's that currently work in the new Outback are: Romit, Brutest, Diablo, Golem, Fyr, Gorilla and Aibek and Orgol. More are to come soon.
